RCMMS is the chain of custody for road programmes — so an office cannot plan one road, award another, and pay a third without leaving a trace.

  1. Plan the road. A road enters as an approved programme and budget. Work that is not planned here is not work we will later pretend to own.
  2. Award the work. Contracts, contractors, and delivery live on one award. A handshake has no place in the register.
  3. Pay what’s due. Measurement is certified before money moves. If it is not due, it is not paid — and the file will say why.
